The Serious Fraud Office will pay 1.5 million pounds, or about $2.5 million, to settle civil claims by Robert Tchenguiz and his company, R20, following a flawed investigation into the collapse of the Icelandic bank Kaupthing. The prosecutor agreed to pay £3 million to Mr. Tchenguiz’s brother Vincent last week.
